Laws and regulations governing customs compliance are rapidly changing. Many of the basic principles remain the same, such as the need for accuracy and completeness of cargo and conveyance details being submitted to customs, however, new requirements along with new penalty systems have been established.
The Administrative Monetary Penalty System (AMPS) is one such system. Other requirements continue to be implemented, including advance electronic reporting of cargo manifests to customs (ACI and ACE).
